Tillman Scholar Maggie Webber Is Shaping the Future of National Security

Tillman Scholar Stories | 07/01/2025

Maggie Webber has made protecting the U.S. her life’s work.

She first enlisted in the Army in 2004 as a way to pursue her education but quickly found a passion for service and decided to make it her career. Since becoming a Tillman Scholar in 2011, Maggie has built a unique career that blends cybersecurity, national defense, and public policy. She currently holds several different positions within this space, including working with the Atlantic Council’s Cyber Statecraft Initiative, serving as an Army Planner, and teaching graduate students about geopolitics and security at the University of Maryland.

Most recently, Maggie joined the editorial board of the Journal of Strategic Competition, an open access, peer-reviewed journal that looks at how countries compete in different areas like diplomacy, information, and the military. The journal is part of the Irregular Warfare Initiative, a nonprofit that Maggie is deeply involved with.

She also holds a master’s and PhD in Public Policy and has more than 15 years of active-duty military experience.

Reflecting on the role the Pat Tillman Foundation and her fellow Tillman Scholars have played in her journey, Maggie says, “The Tillman Scholar community has expanded my horizon and given me the support, guidance, and camaraderie I needed to set goals I never had the courage to go after before.”
